Notes:
The WHNC Environment Committee has drafted a letter to the DTSC, California EPA and the Department of Energy (DOE) suggesting that the “new” order to demo 10 buildings at the SSFL should use less stringent cleanup standards than the legally binding 2010-AOC cleanup standards that apply to all aspects of the SSFL cleanup. They say that the soil cleanup would cause issues, however, the demo of 10 buildings will not remediate the soil in any way. They also say it will destroy the environment, however, there is no natural wildlife growing inside, or on top of, these buildings. This is another attempt by the WHNC to kill the cleanup.
WHNC’s Draft Letter :
To Meredith Williams Director of DTSC, Jared Blumenfeld Secretary of Cal EPA, John Jones SSFL DOE Project Manager and Dan Brouillette US Secretary of Energy.
Recently the California Department of Toxic Substances Control (DTSC) announced that the Department had reached an agreement with the Department of Energy to remove 10 buildings at the Radioactive Materials Handing Facility at the Santa Susana Field Lab in Ventura County. The announcement states that the demolition and debris removal will be done under the 2010 Administrative Orders on Consent (2010 AOC).
The 2010 AOC requires cleanup to background or non-detect, and after considerable study of the consequences of a large excavation, truck traffic, pollution and the destruction of the environment, numerous neighborhood councils and community members have voiced their opposition to this cleanup method.
The communities and their representative neighborhood councils want a cleanup that minimizes the truck traffic, soil removal, soil replacement and airborne pollution, and request that the risk-based cleanup that is used throughout the USA be used. We are disappointed that the demolition of the 10 buildings that will use the cleanup to background and request reconsideration. We hope that the 2010 AOC will not be used for the remainder of the cleanup when the risk-based cleanup is safer, less disruptive and has much shorter schedule for completion.
