DTSC tries to use 1974 radiation limits
In 2018 the Department of Energy (DOE) mentioned in a community update that they would use different means to determine what is radioactive. Instead of using the “Background” values as they had agreed to in the original cleanup agreements, the DOE proposed to use 1974 limits from the Atomic Energy Commission - an agency that no longer exists. After pushback from the community, DOE abandoned its plans to use the values that would have allowed it to send low-rad debris from the SSFL to unsafe dump sites.

This is the link to the PBRG calculator that Department of Energy should use, if they decide not to use the AOC "background" level. This calculator shows that the guide they're proposing to use is 1000xs higher than the EPA recommends. https://epa-bprg.ornl.gov/cgi-bin/bprg_search
